Rules 1981

It is hereby notified for general information that the President having been pleased to approve the institution of an Order to be styled the Darjah Utama Bakti Chemerlang (Tentera) or “the Distinguished Service Order (Military)” hereby makes the following Rules:

1. These Rules may be cited as the Darjah Utama Bakti Chemerlang (Tentera) — (the Distinguished Service Order — Military) Rules, 1981, and shall come into operation on the 7th day of August, 1981.

2. In these Rules, “member of the Singapore Armed Forces” means any person who is rendering —

(a)	full-time service in the Singapore Armed Forces whether regular, mobilised or national service;
(b)	voluntary service in the division of the Singapore Armed Forces known as the People’s Defence Force; or
(c)	reserve service in the Singapore Armed Forces.

3. The Order is the highest award which may be awarded to any member of the Singapore Armed Forces for exceptionally distinguished service or extraordinary merit in military command or staff work.

4. The Medal of the Distinguished Service Order (Military) shall consist of the sash and —

(a)

a breast star of silver base 95 millimetres in diameter and 8.5 millimetres in thickness. On the obverse side, the breast star shall be in the form of a diamond-effect star with a gold-plated five-pointed star resting on it. The centre medallion of the five pointed star shall show the State Crest resting on the white enamel background and with the words ‘SINGAPORE ARMED FORCES’ in black being embedded in it. In the centre of the reverse side thereof shall be the inscription ‘DARJAH UTAMA BAKTI CHEMERLANG (TENTERA)’; and

(b)

a sash badge of silver base, 55 millimetres in diameter and 6.5 millimetres in thickness. On the obverse side, the Medal shall bear the design of the badge but is without the diamond-effect star underneath it which is substituted by another wide-bodied five-pointed gold-plated star. The reverse side of the Medal shall remain plain.

5. The sash shall be worn with the Medal of the Distinguished Service Order (Military). The breast star shall be affixed to the left breast pocket of the member’s ceremonial dress. The award may also be worn with the working dress but in this case only the Medal ribbon is to be used.

6. Nominations for the award may be submitted to the Armed Forces Council which shall process them and make recommendations to the Cabinet for approval.

7. The names of the persons to whom the Order is awarded shall be published in the Gazette and a register of such names shall be kept in the office of the Minister of Defence.

8. The name of the recipient and the date of the award shall be inscribed on the back of the Order.

9.—(1) If a person to whom an award of the Order has been made is convicted of a criminal offence or is dismissed or discharged from the Singapore Armed Forces for disciplinary reasons, the President may, on the advice of the Cabinet, order the forfeiture of the award.

(2) An award so forfeited may be restored by the President at his discretion.

(3) A notice of the forfeiture or the restoration thereof shall be published in the Gazette.

10.—(1) Where a Medal has been lost or destroyed and it is desired to replace it, a statutory declaration by the person to whom the Medal belonged stating the circumstances under which the loss or destruction occurred, his rank, name and the unit to which he belongs shall be forwarded to the Permanent Secretary to the Ministry of Defence through the usual channel of correspondences in the case of a serving officer, and direct to the Permanent Secretary (Defence) in the case of a person who has retired.

(2) If the explanation as to the loss or destruction of the Medal is considered satisfactory, the Medal shall be replaced on payment being made by the recipient to cover the cost.

11. The Medal shall be of the design set out in the Schedule to these Rules.
